Election campaign, Media Broadcasting Mandatory Proportional



Indonesian Broadcasting Commission (KPI) requires broadcasters, especially the electronic media, to broadcast the debate programs and advertising campaigns regional head candidates in proportion to all candidates (paslon). The broadcast may not even breaking the journalistic code of ethics, code of conduct and standards of broadcasting and broadcast programs (P3SPS).

"With regard to broadcasting, in PKPU No. 7 of 2015 there was dialogue and debate for regional head candidates. For dialogue in the form of a talk show, for example, broadcasters must provide equal opportunities for all candidates," said Deputy Chairman of the KPI, Idy Muzayyad, in Building Agency Election watchdog (Bawaslu), Friday, August 28, 2015.

KPI even cautioned that broadcasters do not violate the principle of fairness, the balance, impartiality and proportionality. It shall apply to all the candidate pairs.

As for regional head candidates and the winning team, KPI warned not to campaign beyond those stipulated in the General Election Commission (PKPU).

Commission Regulation No. 7 of 2015 set the broadcasters only serve ads that are facilitated by the Commission. That means teams are prohibited from advertising campaigns without going through the Commission. Rules ad even determined from 23 November until December 5, 2015.

Regulation has become a reference KPI to supervise the campaign in the broadcast media. If the electronic media broadcast advertising exposure facilitated the Commission, the KPI will put it in the category of election violations. Furthermore, IBC will deliver its findings to Bawaslu to process such violations and recommends the Commission to impose sanctions for regional head candidates.

"Sanctions can include reprimand, termination, until the cancellation of the candidate. The role of media is very strategic in the elections simultaneously, both of the information and provide political education, but all there are rules that need to be heeded." (ren)
